ReOC Processing
Uncrewed Approvals' current processing fee for a standard application is $1450, including GST. That fee must be paid up front when the application is submitted. Our fee includes preparing your RPAS Operations Manual.
Uncrewed Approvals aims to have ReOC's issued within 14 days of receipt of the complete application package. When submitting your application you should ensure that you are able to allocate time within the next few days to complete the job scenario and telephone interview components of the assessment.
The Uncrewed Approvals ReOC application processing fee includes:
- provision of a customised RPAS Operations Manual including procedures for operations within 3NM of non-controlled aerodromes, operations down to 15 metres of people and night operations;
- a review of the application package;
- access to our pre-assessment resources and check quiz;
- the Chief Remote Pilot’s interview assessment;
- the issue and review of a knowledge deficiency report if required;
- liaison with your training organisation if additional coaching is required;
- issue of the ReOC; and
- forwarding of the completed application pack to CASA.
ReOC assessments are composed of 3 or 4 segments:
- Document Review
- Job Scenario
- Interview
- Knowledge Deficiency Report (Sometimes)
The 'Document Review' component is completed by your assigned assessor and is just a check that your manuals contain all of the CASA mandated content. If you have obtained your manuals from Uncrewed Approvals or one of our preferred manual providers then this part of the assessment has already been completed.
The 'Job Scenario' involves you completing the pre-job planning for a scenario which you will be provided. Uncrewed Approvals tries to customize the scenarios that it provides its clients so that it is a realistic example of the type of job in an area which you are planning to operate. We feel that provides additional value to you by allowing you to explore the issues that you are likely to encounter when you start operating with your assessor.
The 'Interview' includes a range of set questions relating to the provisions of CASR 101, your responsibilities as Chief Remote Pilot and a review of your response to the scenario.
The 'Knowledge Deficiency Report' (KDR) may or may not be required depending on how you go with the interview. Where you are unable to provide a correct answer to an interview question or the assessor feels that you need to demonstrate a better understanding of a subject you will be provided with a KDR at the conclusion of the interview. You will be required to submit correct answers to each item within the KDR prior to being assessed as competent.
Important note: CASA places limits on the number of elements that can be included on a KDR. In some cases a complete reassessment including submission of an additional job scenario may be required.
ReOC applications must include an Operations Manual and an Operational Procedures Library. Both of these manuals must be based on the CASA templates and customised to include your organisation's details.
Many RPAS training organisations offer a manual preparation service.
Uncrewed Approvals can have your manuals prepared using a 3rd party manual preparation service provider for $250.
ReOC applications processed by industry delegates must be made on Form 101-06. This form is different from what is used if your application is being processed directly by CASA.
We have developed a Sole Trader - Guide to completing Form 101-06 and a Company / Organisation - Guide to completing Form 101-06 which are step by step guides to completing the form.
There are several pieces of documentation that you are required to support your ReOC application. They are listed below or you can download our ReOC Application Checklist if you prefer to have a piece of paper in front of you to work from.
Documentation Requirements
A copy of the Chief Remote Pilot's ReOC or UAV Controller's Certificate must be provided with the application. We need either a scanned or PDF copy of a printed licence, or screenshots from the my.CASA portal or digital licence.
We need to verify the holder's name as recorded by CASA, their date of birth, and the ratings held by the licensee.
CASA requires that we obtain ID verification for each of the nominated key personnel to be included with the application. For anyone that has a seven-digit ARN, their ARN provides proof of identity as AUSTrac verifies the holder's identity at the time the ARN is issued.
For those that have 6 digit ARN's the acceptable forms of photo ID include:
- Australian driver’s licence
- Passport
- Student card from an Australian educational institution
- Any other government-issued photo ID
The nominated key positions that we need to verify are:
- Chief Executive Officer / Managing Director
- Chief Remote Pilot
- Maintenance Controller
If one person holds multiple positions within the organisation, then only one copy is required.
Further information on proof of identification can be found on CASA's Proof of ID webpage.
Each entity that is included on the application forms must provide some documentation that shows that they have an Aviation Reference Number (ARN). In short we need verification of the ARNs for:
- Nominated Chief Remote Pilot
- Nominated Maintenance Controller
- Chief Executive Officer / Managing Director
- Company or Association if the applicant is either of those
Acceptance forms of documentation for ARNs are any CASA issued licence, permission, authority or notice which shows the person or corporation’s name and ARN.
The quickest way to obtain an ARN is via the my.CASA portal. If you don't already have an account on the portal you will need to create one. Once you have access to the portal you can apply for an ARN. Will will need passport, driver licence or birth certificate details to apply for one for a person or the ABN for an organisation ARN. Application s using the portal are processed in near real time. You will recieve an email notification within a minute or so of applying online.
For foreign individuals who are not currently in Australia and foreign registered companies need to apply using CASA Form 1162 (for an individual) or Form 1170 for an organisation.
Uncrewed Approvals Capabilities
Uncrewed Approvals holds a delegation from CASA to process certain Remote Operator Certificate applications. Specifically, we can process applications where:
- The nominated chief remote pilot has obtained their remote pilot license by completing a CASA-approved basic RPAS training course or by completing conversion training from a Part 61 flight crew license.
- Where the nominated Chief Remote Pilot does not hold ratings for all of the classes of RPA that are proposed to be operated under the ReOC, the application may include a type specialist.
- At present, industry delegates like Uncrewed Approvals can only process applications that are for aerial work applications such as aerial photography, aerial survey, and asset inspection (including powerlines). CASA still processes all applications for:
- Basic or type training approvals
- Beyond visual line of sight operations
- Emergency services operations
- We can process applications for Multirotor, Fixed Wing, Powered-Lift, and Helicopter operations using aircraft with less than 150kg maximum take-off weight and Airships with a volume of less than 100 m3.
